
Immigration Enforcement Activities on Campus Policy – 61.26
Howard Community College is committed to maintaining a safe, respectful, and inclusive environment for all, regardless of their immigration or citizenship status.
Pursuant to the Maryland Values Act of 2025 (House Bill 1222), public schools, including institutions of higher education, and other State or local government entities that operate at “sensitive locations” shall implement procedures for responding to immigration enforcement activities in a manner consistent with guidance issued by the Maryland Attorney General.
In accord with Maryland state law, the college shall deny access to any portion of each sensitive location that is not accessible to the general public to any individual who is seeking access for the purpose of enforcing federal immigration law, unless: (i) the individual presents a valid warrant issued by a federal court; or (ii) exigent circumstances exist.
The college considers all instructional spaces (including, but not limited to, classrooms, laboratories, and outdoor learning spaces), offices, and athletic training facilities to be private spaces. Access to private spaces is limited to students and employees of the college and to authorized guests.
