Before you register, please note:
- MVA only allows HCC to grant a waiver certificate to students who provide a Maryland license number. You must have a Maryland license, learner’s permit, or state ID that has a Soundex number. Students with an out-of-state license will receive a completion card, which is accepted by many other states. For those considering changing to a Maryland driver’s license, it is recommended to do so before attending the class.
- HCC cannot guarantee that other states will honor Maryland’s completion card. Some states require a letter or scoring documentation. Please check individual state requirements; HCC will assist if we are able.
- Students must be at least 16 years and 3 months old to register for a course. If you are under 18, your parent or guardian must come with you to the first class to sign release and disclaimer forms. You must show proof that you are at least 16 years and 3 months old.
- Out of county/state students, please note that there is a $10 out-of-county fee per course and a $20 out-of-state fee per course. New students who register online will be required to pay the residency fees separately. Fees and payment instructions will be sent by email.

Register Online
Online registration is available from 7 a.m. to 11:30 p.m. daily. Please have the course number(s) available before you register. To complete registration, payment in full is required — VISA, MasterCard, American Express, or Discover are accepted. Register In Person
You may register in person in the office of Records, Registration, and Veterans' Affairs, Rouse Company Foundation Student Services Building (RCF), Room 233. Hours: Monday–Thursday, 8:45 a.m.–6 p.m., Friday: 8:45 a.m.–5 p.m. Please bring the completed registration form.
