
Report a Title IX Incident
The college encourages students or staff who have questions about Title IX or who have been victims of sexual misconduct to contact the college’s Title IX co-coordinators, Dr. Shantay Grays, provost and executive vice president, at 443-518-4809 McCuan Hall 258 (MH 258), Mr. Joseph Whalen, III chief human resources officer at 443-518-1100 Howard Hall, 100 (HW 100).
All HCC employees are mandated reporters and are required to report any information they receive regarding sexual misconduct to their supervisor; HCC’s Title IX co-coordinators, Dr. Shantay Grays and Mr. Joseph Whalen; or HCC deputy Title IX coordinators, Ms. Zakia Reaves-Johnson and Ms. Christy Koontz. Incidents can also be reported to the Howard County Police Department. Students or staff may also direct questions about Title IX to the Department of Education’s Office of Civil Rights.
For confidential assistance, students can contact a confidential employee. The college employees who are designated as confidential include: employees of HCC Counseling Services licensed for and acting as personal counselors and employees licensed for and acting in a medical capacity for a patient. Privacy laws prohibit these individuals from disclosing your discussion without your written permission. Employees can contact the Employee Assistance Program (EAP). Retaliation against a complainant, respondent or witnesses involved in a complaint under Title IX is prohibited at HCC and is a separate violation of Title IX policy.
