
Foster Care and Homeless Youth Tuition Waivers
The Maryland Higher Education Commission (MHEC) offers Tuition Waivers for Foster Care and Homeless Youth Recipients with the purpose of providing financial assistance to foster care and homeless youth who are enrolled as a candidate for an associate degree, bachelor’s degree, or vocational certificate at a Maryland public institution of higher education. The tuition waivers only apply to tuition and any fees that are required as a condition of enrollment. Room, board, books, and transportation are not covered by the waivers.
General Eligibility Requirements:
- You must be enrolled in a Maryland public institution of higher education on or before you reach the age of 25.
- You must complete the Free Application for Federal Student Aid (FAFSA) or the MD One App, whichever applies to your circumstances preferably before March 1 of the upcoming school year.
- After completing the FAFSA or MD One App please contact Financial Aid Services at 443-518-1260 or Submit a ticket for additional instructions.
- You will be required to submit an additional online application to confirm your eligibility. State regulation requires HCC to request demographic information for tuition waivers. However, you may indicate you prefer not to disclose.
- You may receive the corresponding tuition waiver during the fall, winter/spring, and summer terms regardless of your enrollment status (part-time or full-time) or program of study.
Specific Eligibility Requirements:
Homeless Youth Tuition Waiver
- You must have had a consistent presence in Maryland for at least one year before enrolling in a public institution of higher education that is documented by school, employment, or other records.
- You must have been verified as a homeless child or youth, as defined by the federal McKinney-Vento Homeless Assistance Act, at any time during the 24 months immediately preceding your enrollment or while you are enrolled in a Maryland public institution of higher education.
- The McKinney-Vento Homeless Act defines homeless as “individuals who lack fixed, regular, and adequate nighttime residence.”
Foster Care Tuition Waiver
- You may qualify if you have resided in an out-of-home placement in Maryland by the Maryland Department of Human Services, and you are currently attending HCC or any other public higher education institution in the state of Maryland.
- You may also be eligible if you are the younger sibling of an individual who meets all qualifications, and you were concurrently placed into the same guardianship by the same parent or were adopted by the same adoptive family with your older sibling.
Renewing Your Award
- If you are eligible to be a foster care or homeless youth tuition waiver recipient you will continue to be exempt from paying tuition and fees for up to ten years after first enrolling as a degree candidate at a Maryland public institution of higher education, or until you receive your bachelor’s degree, whichever occurs first.
- Complete your FAFSA or MD One App every year that you attend HCC or any other public institution of higher education in Maryland. The FAFSA application is available every October 1 at https://studentaid.gov.
