Maryland Department of Transportation State Highway Administration (MDOT SHA) owns and maintains all non-toll, numbered roads across the State. For the past 14 years, the organization and its approximately 3,000 employees have benefitted from training and support services offered by Training & Development Solutions at Howard Community College (HCC) – from customized, team-specific programs to state-wide learning initiatives and one-day training modules. Some key programs created and implemented over the years include:
MDOT SHA’s training needs range from technical/job related skill development to construction, maintenance, and traffic and safety. Through its Organizational Development Division, the agency also makes it a priority to invest in personal leadership development, including mentoring, coaching, and career development guidance, for its people.

Over the years, the Training & Development Solutions team has facilitated MDOT SHA training programs across the State of Maryland, as well as through use of virtual platforms. The agency is headquartered in Baltimore City and also operates a complex in Hanover, MD, seven district offices, and 28 maintenance shops. Quality, flexibility, the potential to customize programs, and the availability of sustainable support are some of the reasons MDOT SAH has remained a long-term client of Training & Development Solutions.
