Non-Faculty Dispute Resolution Procedure - 63.13.02

College Policy Number/Title:

Howard Community College expects that every effort will be made on the part of both parties to reach an amicable and rational solution to issues prior to entering the dispute resolution process.  When such solutions cannot be achieved, grievable issues as listed in policy 63.13, Dispute Resolution, should proceed through the following steps when the complainant is a budgeted or temporary with benefits staff member.

Dispute Resolution Procedures

  1. The staff member should contact their immediate supervisor in an effort to resolve the cause of complaint.  A meeting is recommended but not required.  The supervisor will consider the employee’s complaint and respond either verbally or in writing in a timely fashion.
  2. If the employee feels that the problem is not resolved satisfactorily with the supervisor, or the supervisor does not respond in a timely fashion, the employee may file an official grievance form, which can be found on the portal, with the office of human resources.  The form must be received in human resources within 30 calendar days of the date the cause of complaint arose.  The office of human resources will investigate the grievance issue raised by the staff member and will issue a written response within 30 calendar days.  The time limit may be extended for reasonable cause.  
  3. If the employee feels that the problem is still not resolved satisfactorily, or at the recommendation of human resources, the employee may forward the grievance form, along with the written response of the office of human resources, to the employee’s vice president.  The employee must submit the form to the vice president within 10 calendar days of receiving the response of the office of human resources.  Within 30 calendar days of receipt of the request, the employee's vice president will prepare a written decision concerning the dispute which shall be final.  The decision shall be communicated to the employee, the employee's supervisor, and the office of human resources.
