College Policy Number/Title:
For purposes of Howard Community College’s procurement procedures, the definitions of minority business enterprise and minority individual are those stated in Title 14, Subtitle 3 of the State Finance and Procurement Article of the Annotated Code of Maryland. Additionally, although the college does not have a certification process, it accepts the certification performed by the State of Maryland, Howard County, and other governmental entities.
The college accepts, appreciates, and actively supports diversity and is committed to promoting a supplier base and business partners that are diverse. Vendors are encouraged to identify themselves to the college as minority or disadvantaged entities. Cost center managers engaged in the purchasing function should seek out, identify, and encourage the use of small, disadvantaged, minority, and women-owned enterprises as vendors whenever they are willing and able to compete for college business under the same terms and conditions as defined for all vendors. Additionally, the procurement office will make an effort to advance equal business opportunity aimed at increasing utilization of qualified minority and women-owned suppliers.
Howard Community College is also committed to facilitating the participation of responsible, certified minority business enterprises, small business enterprises, and women-owned business enterprises in the award of contracts in accordance with competitive solicitation requirements. When the college uses competitive sealed solicitation to award a procurement contract, a preference may be given to a qualified minority firm, small business, or women-owned business if the preference does not conflict with a federal, state, or local law or grant affecting the procurement contract.
Nothing will be construed in this procedure as authorizing awards that are fiscally disadvantageous to the college.
