College Information and Public Information Act Requests Policy - 61.04

College Procedure Number/Title:

College Information

Howard Community College (HCC) regularly communicates news and information of interest to the public. The office of public relations and marketing manages these processes by providing guidance and counsel to faculty and staff, leading strategic internal and external communications, developing community relations, creating and executing marketing campaigns, and engaging in media relations strategies.

Any and all requests from members of the news media must be immediately referred to the office of public relations and marketing for review, consideration, and determination of appropriate action. Faculty and staff who are interested in exploring public relations and marketing services or speaking to the media must contact the office of public relations and marketing.

Public Information Act Requests

HCC is committed to openness and transparency of its records through compliance with the Maryland Public Information Act (MPIA), General Provisions, Title 4. The college president or the president’s designee is the official custodian of all college records under the law. MPIA requests should be directed to the office of the president to the attention of the executive associate to the president for handling, with the exception of requests for public safety incident reports and videos. Requests for public safety incident reports and videos should be directed to the department of public safety (DPS). When an MPIA request for an incident report and/or video is submitted to DPS, the DPS will inform the president’s office for record keeping proposes.
