Howard Community College Board of Trustees Announces Officers and Meetings for Fiscal Year 2023

COLUMBIA, MD – The Howard Community College (HCC) Board of Trustees has elected its officers and scheduled its meetings for fiscal year 2023.

Board of Trustees Officers
The board of trustees re-elected Christopher Marasco as chair and Sean Keller as vice chair for fiscal year 2023.

Marasco was appointed to the board in July 2017 and will serve through June 30, 2023. He will serve as chair of the board's audit and finance committee for the fiscal year. Marasco is a senior vice president with Sandy Spring Bank, formerly Revere Bank. Before joining Revere Bank, he held the position of senior vice president, relationship manager from 2004 to 2019 for Howard Bank. A distinguished alumnus of HCC, Marasco received the 2015 HCC Trustees’ Award for Outstanding Service to HCC. He served on the board of directors of the HCC Educational Foundation, Inc., holding both vice chair and chair positions on the foundation board during his 11-year term.

Keller joined the board in January 2021 and will serve through June 30, 2025. He will serve as vice chair of the board of trustees and chair of the board's legislative and community relations committee for the fiscal year. Keller serves as the chief strategy officer for Freedom Consulting Group, a professional services firm specializing in geospatial information systems, data analytics, software and system engineering with contracts serving the U.S. Intelligence Community and other federal clients. A retired U.S. Air Force Reserve Intelligence Officer, he also received the Trustees’ Award for Outstanding Service to HCC in 2019.

Appointments

M. Shafeeq Ahmed was appointed to the board in March 2022, assuming the remaining term for a former trustee. He was reappointed for a six-year term and will serve through June 30, 2028. Dr. Ahmed is the president of Howard County General Hospital. He was named to his position in July 2021, after serving in an interim capacity since November 2020. Prior to that, he was the hospital’s chief medical officer/vice president of medical affairs for five years. Dr. Ahmed is also the president of the Howard Hospital Foundation, which provides philanthropic support to the hospital.

Meeting Schedule for Fiscal Year 2023

The board of trustees has set the dates below for its regular meetings and committee meetings during fiscal year 2023. All changes or additions to these meetings will be announced on the news page of Howard Community College’s website, which is located at: www.howardcc.edu/news.

The board of trustees of HCC is authorized by the Maryland Open Meetings Act, Title 3 of the General Provisions Article § 3-305 (b) to conduct certain portions of its meetings in closed session. Therefore, the board will conduct a portion of its August 24, 2022, October 25, 2022, December 14, 2022, May 24, 2023, and June 9, 2023, meetings in closed session at the beginning or conclusion of the regular meeting or retreat “to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of an appointee, employee, or official over whom it has jurisdiction.” These meetings shall continue in closed session until the completion of business.

  • Wednesday, January 11, 2023 – budget work session only
  • Wednesday, January 25, 2023 – regular meeting only
  • Wednesday, February 22, 2023 – work session, regular meeting
  • Wednesday, March 22, 2023 – work session, regular meeting
  • Wednesday, April 26, 2023 – work session, regular meeting
  • Wednesday, May 24, 2023 – work session, regular meeting, and closed session
  • Friday, June 9, 2023 – board retreat at 8:30 a.m., followed by closed session

Full board meetings are currently scheduled to be held in person at the college.

A member of the public who wishes to present any matter of concern pertaining to the board must submit a written request to the secretary/treasurer of the board at least 72 hours prior to the regularly scheduled public meeting for review and response. In emergency situations, the board may, by a majority vote, give visitors who have not presented a written request in advance an opportunity to present their concerns to the board in any regular public meeting. The board, in recognition of the need to complete its business within reasonable time, may limit the presentation to three minutes.
