Howard Community College Board of Trustees Announces Officers and Meetings for Fiscal Year 2022

COLUMBIA, MD – The Howard Community College (HCC) Board of Trustees has elected its officers and scheduled its meetings for fiscal year 2022.

Board of Trustees Officers

The board of trustees elected Christopher Marasco as chair and Sean Keller as vice chair for fiscal year 2022.

Marasco was appointed to the board in July 2017 and will serve through June 30, 2023. He will serve as chair of the board's audit and finance committee for the fiscal year. Marasco is a senior vice president with Sandy Spring Bank, formerly Revere Bank. Before joining Revere Bank, he held the position of senior vice president, relationship manager from 2004 to 2019 for Howard Bank. A distinguished alumnus of HCC, Marasco received the 2015 HCC Trustees’ Award for Outstanding Service to HCC. He served on the board of directors of the HCC Educational Foundation, Inc., holding both vice chair and chair positions on the foundation board during his 11-year term.

Keller joined the board in January 2021 and will serve through June 30, 2025. He will serve as vice chair of the board of trustees and chair of the board's legislative and community relations committee for the fiscal year. Keller serves as the chief strategy officer for Freedom Consulting Group, a professional services firm specializing in geospatial information systems, data analytics, software and system engineering with contracts serving the US Intelligence Community and other federal clients. A retired US Air Force Reserve Intelligence Officer, he also received the Trustees’ Award for Outstanding Service to HCC in 2019.


Natalie Ziegler was appointed to the board in June 2020 to assume the remaining term for a former trustee. She has been reappointed for a six-year term and will serve through June 30, 2027. Ziegler is a member of the board’s audit and finance committee, and serves as the board liaison to the Howard Community College Educational Foundation, Inc. Ziegler is the owner and manager of Carroll Mill Farm, a 360-acre feed grain farm. Additionally, she holds the role of co-owner and managing partner of Commonwealth Imports, LCC/Natalie Ziegler Designs, a wholesale jewelry manufacturing company.

The board of trustees has set the dates below for its regular meetings and committee meetings during fiscal year 2022. All changes or additions to these meetings will be announced on the news page of Howard Community College’s website, which is located at:

The board of trustees of HCC is authorized by the Maryland Open Meetings Act, Title 3 of the General Provisions Article § 3-305 (b) to conduct certain portions of its meetings in closed session. Therefore, the board will conduct a portion of its August 25, 2021, September 22, 2021, December 8, 2021, May 25, 2022, and June 10, 2022, meetings in closed session at the beginning or conclusion of the regular meeting or retreat “to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of an appointee, employee, or official over whom it has jurisdiction.” These meetings shall continue in closed session until the completion of business.

  • Wednesday, December 8, 2021 – abbreviated regular meeting at 5 p.m., followed by closed session
  • Wednesday, January 12, 2022 – budget work session only
  • Wednesday, January 26, 2022 – regular meeting only
  • Wednesday, February 23, 2022 – work session, regular meeting
  • Wednesday, March 23, 2022 – work session, regular meeting
  • Wednesday, April 27, 2022 – work session, regular meeting
  • Wednesday, May 25, 2022 – work session, regular meeting, and closed session
  • Friday, June 10, 2022 – board retreat at 8:30 a.m., followed by closed session

Full board meetings are currently scheduled to be held in person at the college. Some trustees are expected to join the August 25, 2021, meeting remotely. As a result, the meeting will be offered in hybrid format, in person, and via Zoom. In response to the continuing impact of the COVID-19 global pandemic, the delivery mode of meetings will be evaluated continually related to health and safety guidelines and requirements. Masks are required at all indoor meetings until further notice.

A member of the public who wishes to present any matter of concern pertaining to the board must submit a written request to the secretary/treasurer of the board at least 72 hours prior to the regularly scheduled public meeting for review and response. In emergency situations, the board may, by a majority vote, give visitors who have not presented a written request in advance an opportunity to present their concerns to the board in any regular public meeting. The board, in recognition of the need to complete its business within reasonable time, may limit the presentation to three minutes.
