Fiscal Year 2020 Officers and Meetings Announced for Howard Community College Board of Trustees

Columbia, MD – The Howard Community College (HCC) Board of Trustees has elected its officers and scheduled its meetings for fiscal year 2020.

Board of Trustees Officers

The board of trustees elected Felícita Solá-Carter as chair and Christopher Marasco as vice chair for fiscal year 2020. Solá-Carter was appointed to the board in April 2016 and will serve through June 30, 2020. She previously served as the board's vice chair and chair of the board's legislative and community relations committee. She established Felícita Solá-Carter Consulting in 2009.Through her business, she is a senior advisor to government executives, and offers executive coaching, as well as consulting and training on leadership and diversity strategies. Prior to her consulting business, she was employed with the Social Security Administration from 1971 through 2009. 

Marasco was appointed to the board in July 2017 and will serve through June 30, 2023. He is a senior vice president with Revere Bank. Before joining Revere Bank, Marasco held the position of senior vice president, relationship manager from 2004 to 2019 for Howard Bank. A distinguished alumnus of HCC, he received the 2015 HCC Trustees’ Award for outstanding service to the college. He served on the board of directors of the HCC Educational Foundation, Inc., holding both vice chair and chair positions on the foundation board during his 11-year term.

Meeting Schedule for Fiscal Year 2020

The board of trustees has set the following dates for its work sessions, regular meetings, and committee meetings during fiscal year 2020. All changes or additions to the meetings will be announced on the news page of The Howard Community College website, which is located at: howardcc.edu/news.

The board of trustees of HCC is authorized by the Maryland Open Meetings Act, Title 3 of the General Provisions Article § 3-305 (b) to conduct certain portions of its meetings in closed session. Therefore, the board will conduct a portion of its December 11, 2019, May 27, 2020, and June 5, 2020, meetings in closed session at the conclusion of the regular meeting or retreat in The Rouse Company Foundation Student Services Hall “to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of an appointee, employee, or official over whom it has jurisdiction.” These meetings shall continue in closed session until the completion of business.

Meetings start at 6 p.m. in The Rouse Company Foundation Student Services Hall (RCF), room 400, unless otherwise noted below:

  • Wednesday, August 28, 2019 – Work session, regular meeting
  • Wednesday, September 25, 2019 –Work session, regular meeting 
  • Wednesday, October 23, 2019 – Work session, regular meeting
  • Wednesday, November 20, 2019 – Work session, regular meeting
  • Wednesday, December 11, 2019 – Abbreviated regular meeting at 5 p.m., followed by closed session in RCF-401
  • Wednesday, January 15, 2020 – Budget work session only
  • Wednesday, January 29, 2020 – Regular meeting only
  • Wednesday, February 26, 2020 – Work session, regular meeting
  • Wednesday, March 25, 2020 – Work session, regular meeting
  • Wednesday, April 22, 2020 – Work session, regular meeting
  • Wednesday, May 27, 2020 – Work session, regular meeting, and closed session
  • Friday, June 5, 2020 – Board retreat at 8:30 a.m., followed by closed session in RCF-401

A member of the public who wishes to present any matter of concern pertaining to the board must submit a written request to the secretary/treasurer of the board at least 72 hours prior to the regularly scheduled public meeting for review and response. In emergency situations, the board may, by a majority vote, give visitors who have not presented a written request in advance an opportunity to present their concerns to the board in any regular public meeting. The board, in recognition of the need to complete its business within reasonable time, may limit the presentation to three minutes.
