Board of Trustees

Leadership. Vision. Commitment.

The seven-member Howard Community College Board of Trustees, appointed by the governor for six-year terms, is the college's legal governing body. In their role, the trustees have oversight of the college president and adopt a set of key performance indicators, (previously known as core ends) through which the operation of the college is directed. 

Kevin Doyle
Kevin J. Doyle, Chair

Kevin Doyle was appointed to the Howard Community College Board of Trustees in 2007 for a six-year term and has been reappointed for a second term through 2019.  He has served previously as the board’s chair, vice chair, and chair of both the board’s legislative and community relations committee and audit and finance committee, and currently serves as the chair of the board of trustees and the audit and finance committee for fiscal year 2019.  Mr Doyle's Bio

Felícita Solá-Carter, Vice Chair

Felícita Solá-Carter was appointed to the Howard Community College Board of Trustees for a term through June 2020.  She currently serves as the board’s vice chairperson, as well as chairs the Legislative and Community Relations Committee of the board of trustees. Ms.Solá-Carter's Bio

Steve Joss
Steven A. Joss

Steven Joss was appointed to the board of trustees for a six-year term ending in 2022.  Mr. Joss has been president of The Vertical Connection since he and his wife, Kathy, founded their family-owned business in 1977.  The Vertical Connection has served the home interior needs of Howard County residents for 40 years.  Mr Joss' Bio

Chris Marasco
Christopher G. Marasco

Christopher Marasco was appointed to the Howard Community College (HCC) board of trustees in 2017 for a six-year term ending in 2023.  Mr. Marasco is a senior vice president with Revere Bank. Before joining Revere Bank, he held the position of senior vice president, relationship manager from 2004 to 2018 for Howard Bank. Mr Marasco's Bio

Mamie Perkins
Mamie J. Perkins

Mamie Johns Perkins was appointed to the Howard Community College Board of Trustees in March 2013.  During her tenure on the board, she has served as the board chair and chair of the board’s audit and finance committee.  Ms. Perkins' Bio

Kevin F. Schmidt

Kevin Schmidt will serve on the board of trustees through June 2019. Mr. Schmidt is the vice president of government relations for Smiths Group, a leader in the application of advanced technologies that deliver products and services for security and inspection, medical, energy, communications, and engineered components markets.  Mr. Schmidt's Bio

Courtney Watson

Courtney Watson is serving a six-year term as trustee through June 2021. During her tenure on the board, Ms. Watson served as the vice-chairperson of the board of trustees for 2017-2018, and chaired the board’s legislative and community relations committee, as well.  Ms. Watson's Bio

Dr. Kathleen Hetherington, president of Howard Community College (HCC), has dedicated her career in higher education to advancing the mission of community colleges.
