Parking Rules and RegulationsThe following regulations apply to all persons who operate a motor vehicle or bicycle on the Howard Community College campus. Regulations are needed to promote safety and to ensure immediate access for emergency vehicles. |

All vehicle operators are subject to HCC's traffic rules while on campus. Vehicles found in violation of college parking regulations are subject to citation and towing at the owner's or operator's expense.
Obtaining a Parking Pass
Please bring the following information with you to the Welcome Center:
- A copy of your current class schedule
- A valid photo ID (driver's license, student ID, or other form of picture ID)
- Your vehicle information, including tag number and vehicle description
Parking and Driving on Campus
Parking is defined as stationing a vehicle, with or without a driver in attendance and irrespective of time of day or length of time the vehicle is stationed.
Students driving on campus are required to register their vehicle and obtain a parking pass at the Welcome and Information Center. The responsibility for finding a legal parking space rests with the vehicle operator.
Students may park in Lots A, B, C, H, I, J and the parking garage. Handicapped parking is conveniently located throughout the campus, including all major lots.
- Parking regulations are in effect 24 hours per day, seven days per week.
- Vehicles may park only in designated areas and must display the appropriate HCC decal.
- Vehicle must utilize only one parking space.
- Pedestrians have the right of way at all times.
- Maximum speed on campus is 20 m.p.h. on roads, 5 m.p.h. over speed bumps and in the parking garage.
- Operators must obey all traffic signs.
- Vehicles parked on campus thirty days or more will be towed at the operator's expense.
Citations
Parking citations are issued for each violation. Students in the noncredit English as a second language (ESL) program are exempt. Vehicles improperly parked in handicapped spaces, reserved parking, fire lanes, and no-parking areas will be issued a parking citation and towed. Each citation carries a $20 penalty.
Vehicles without the appropriate HCC parking decal will be identified by license plate number. Fees associated with parking violators by license plate number are processed through the Maryland Motor Vehicle Administration. All parking fees issued by the college are payable to HCC at the Cashier's Office, and grades will be released only when the fine is paid in full. In addition to receiving a parking citation from the college, a person parked in a handicapped space, fire zone, or no-parking zone is subject to additional fines from the Howard County Police Department. Howard County fines are imposed at $150 per violation in a handicapped space, $25 per violation in a fire zone, and $25 per violation in a no-parking area. All fines issued by Howard County are payable to the Howard County Police Department.
Payment for Fines
Fines may be paid at the Cashier's Office from 8:45 a.m. to 8:00 p.m., Monday through Thursday, and 8:45 a.m. through 5:00 p.m. on Friday. Towed vehicles will not be released until all fines owed to the college are paid.
