Veterans' Deferred Payment Plan

How Do I Start My VA Benefits?

  • Complete an Application for Admission to Howard Community College.
  • Make an appointment to take the English and Math placement tests, if required.
  • Request that all official transcripts for prior college and military credits be sent to Howard Community College.  Request an HCC evaluation. The transcript evaluation fee is waived for veterans. To submit a transcript evaluation complete the online form or download the PDF file and return it to the Office of Admissions and Advising.
  • Meet with an academic advisor to determine your program of study.  Your program of study may not be listed as "Undecided".
  • Register for your classes. 
    IMPORTANT: VA benefits do not apply to classes that are not required for your program of study.
  • Visit the Office of Records, Registration and Veterans' Affairs, RCF-233, to pick up the appropriate VA educational benefit packet.  If you are not sure what type of VA benefits you qualify for, you may contact the VA Regional Office toll-free number: 1-888-442-4551 or review Chapter Benefits.
  • Bring the completed forms from the packet to the Registration Office for processing.  You will need to submit ALL of the following:
  • The appropriate VA application form
  • The Student Information Sheet
  • A copy of your registration statement
  • A copy of your DD 214 or NOBE (Chapter 30, 1606 or 1607 only)
  • Any supporting paperwork if you are using Tuition Assistance or have a "kicker" 
    NOTE:  Failure to submit a complete packet will delay processing.
  • Tuition and fees are paid by the student for most benefit programs and not directly by the Veterans Administration.  However, veterans may take advantage of the  Veterans Deferred Payment Plan, or the monthly FACTS Payment Plan.  The Veterans Deferred Payment Plan allows students to delay payment of their tuition until they begin receiving their veterans benefits, and is administered by the Cashier's Office.  For more information and additional payment options visit Pay for College.
