International Admissions

International (F1) Student Admission—Credit/Degree Programs

Prospective students applying from overseas and those seeking a change of nonimmigrant status must fulfill all application requirements by June 1st for the fall semester and by October 1st for the spring semester.  Transfer students must apply by June 30th for fall admission and November 15 for spring admission.  Summer or winter semester admission is not available.  All requirements and deadlines are strictly upheld.  Admission requirements for degree and certificate programs include submission of:

  • Application for Admission to Certificate and Degree Programs for International (F1) Students and $50 nonrefundable application fee (money order required for overseas students).

  • Official transcript of the TOEFL (Test of English as a Foreign Language).  Score requirements for degree and certificate programs are 203+ on the computer version, 537+ on the paper version, or 74-75+ on the internet-based version.  Students already in the United States may take Howard Community College's placement exam instead of the TOEFL.  Placement into ENGL 086 or higher is required for admission.  Howard Community College's institution code is 5308.

  • Certification of finances form, bank statements, and statements of support must verify that students can pay for their academic and living expenses before they can be admitted.  These costs are currently $23,800* for a year of study (*costs subject to change).
    • tuition: $7,800
    • fees: $500
    • books: $900
    • personal expenses: $2,500
    • room and board: $11,100
    • health insurance: $1,000

  • Official secondary school transcripts and/or diploma.

  • Official college or university transcripts, if applicable.  Students seeking transfer credit must have their overseas transcripts evaluated by a transcript evaluation agency.

  • Proof of health insurance for care in the United States (students will obtain health insurance during their first semester at HCC).

Please note:  Additional procedures, forms, and fees may be necessary for students seeking to change their nonimmigrant status or transfer from other institutions.

All newly created I-20s are subject to a nonrefundable fee of $100.  Students are required to fill out the I-901 form, pay the fee, and obtain a receipt before applying for the F1 visa.  This form is available, and payable, online at www.fmjfee.com.  For more information on the I-901 form and payment, please visit the SEVIS website at http://www.ice.gov/sevis/i901/faq2.htm.


Other International Citizens

  • Submit the standard application for admission.  In addition to standard application procedures, all international citizens are required to submit proof of their immigration status at the time of application.  Photocopied credentials are not acceptable.  Students without the appropriate documentation of immigration status may be admitted, but will be charged the out-of-state tuition rate.  Students in the United States on B1 or B2 visas are generally not permitted to enroll in credit coursework.

Tuition for international citizens enrolled in credit classes and programs is based upon immigration immigration and residency status prescribed by state law.  International citizens with Permanent Resident, Refugee, or Asylee status who reside in Howard County are entitled to in-county or in-state tuition in accordance with state law.  They may also be eligible for financial aid and scholarships.  International citizens with A, BC, E, G, H1, H4, I, K1, K2, L, N, O, R, SN, T, U, and V visas are eligible for in-county and in-state tuition in accordance with state law, but are generally not eligible for financial aid.  Financial Aid Services verifies eligibility for financial aid and scholarships.
