Special Benefits for Allied Health ProgramsThe Health Personnel Shortage Incentive Grant Program and Statewide Instructional Programs are designed to provide greater accessibility to designated healthcare education programs for state residents, and reduce duplication of efforts in high cost clinical programs. These allied health programs are designated by the state of Maryland. HCC also participates in the Mid-Maryland Allied Healthcare Education Consortium.
Health Personnel Shortage Incentive Grant Program
Legal residents of Maryland can enroll in these programs at the in-county tuition rate. Tuition benefits are also available to out-of-state students, but with additional conditions. These programs do not entitle out-of-county residents to in-county admissions benefits.

| Admissions Policies/Benefits | Howard County residents receive priority if there are more qualified applicants than available seats. Out-of-county and out-of-state students are seated after HCC in-county students within initial application periods. Exception: a) Once a qualified applicant is placed on a waiting list, they maintain that place regardless of residency. |
| Tuition Benefits | All in-county and out-of-county students receive Howard County in-county tuition rates at HCC. Out-of-state students may receive in-county tuition rate at HCC if they officially apply through the Maryland Higher Education Commission (MHEC), complete a promissory note, and fulfill a two-year service obligation. Students must notify HCC once approval is received. |
| Coursework covered by tuition benefit | For in-county and out-of-county students, all course work, including developmental English and developmental math courses can be included. However, MHEC strongly recommends that students use the benefit to cover nursing courses only. For out-of-state students, the tuition benefit applies only to the clinical coursework once the student is officially accepted into the clinical program. (RN, LPN or LPN Pathway). The benefit for out-of-state students covers two years (four major semesters) of course work for the RN Program, one year for the LPN Pathway, and one year for the LPN Program (including the summer nursing course). Students must apply through MHEC and, if approved, submit a copy of the approval to Financial Aid Services at HCC. |
Statewide Instructional Programs
Statewide Instructional Programs provide the opportunity for students to access healthcare education programs while avoiding the cost of duplicating programs across the state. HCC offers two learning programs designated as Statewide Instructional Programs.
