What is Excelsior College?
Excelsior College is a private, nonprofit educational institution founded in 1971 and located in Albany, NY.   It was originally known as Regents College.  A fundamental aspect of Excelsior’s mission is to recognize the numerous and varied educational experiences of adult learners.  A recognized world leader in online education, Excelsior College is accredited by the Commission on Higher Education of the Middle States Association of Colleges and Schools.  Excelsior College Examinations are recognized by the American Council of Education (ACE).  Excelsior College was ranked number one by the US News and World Report for enrolling the greatest number of transfer students in Fall 2006 (10,929) and for enrolling the highest percentage of students 25 and older (97%); the college also awards more BSN degrees than any other institution in the nation.  Since its inception, Excelsior has also been at the forefront of serving members of the Armed Forces.

How does the HCC-Excelsior Consortium work?
Please note that there are many ways of enrolling at Excelsior College and that the following information and benefits pertain to the HCC-Excelsior Consortium only.  Excelsior College will accept up to 90 Howard Community College transfer credits.  Discounted rates for tuition and most fees will be offered to participating students as long as the student completes 12 academic credits at Excelsior College through Excelsior courses.  The consortium agreement involves specific Excelsior College programs:

*PLEASE NOTE: The BSN completion program is designed for students who have already completed an associate degree or diploma program, and earned Maryland Registered Nursing licensure.

What happens if the student does not complete 12 academic credits at Excelsior?
Students can still enroll at Excelsior.  However, the financial benefits of reduced tuition and fees are only available for those who will take 12 or more credits through Excelsior. Students who take fewer Excelsior credits will need to pay the difference in additional tuition and fees.  This will be determined by a sliding scale based upon the number of credits actually completed at Excelsior College.  For example, a student who completed nine academic credits at Excelsior College would owe less money than if s/he completed only six academic credits at Excelsior College.  HCC advisors who work with students participating in the program can provide more details.

What are the requirements for Excelsior College’s degrees?
Depending on the degree, all students must complete the following requirements:

  • an English composition requirement (neither CLEP nor DSST English composition test scores count toward this requirement; however, AP or Excelsior’s college composition exam can satisfy this requirement) 
  • Excelsior’s Information Literacy course or an equivalent information literacy course
  • a general education requirement as determined by the specific degree the student is pursuing
  • a specific field of study with emphasis on an academic major, area of focus or depth requirement
  • elective subjects
  • minimum of a “C” grade in all of your academic courses, including transfer courses. (while a D may be accepted in transfer to or earned at HCC, such credits will not transfer to Excelsior College.)

What are Excelsior College’s credit transfer policies?
Excelsior College provides generous transfer credit benefits to students who have earned college credits through both traditional college coursework and non-traditional methods, including CLEP, AP, IB, DSST exams, and Excelsior College exams, as well as military and/or employment experiences.  Students may also develop portfolios to validate that they have knowledge and skills in various areas. 

How can I take attend Excelsior College, yet remain at home?
Even though Excelsior College is located in Albany, New York, students may complete the bachelor’s degree through a number of distance learning options including online and CD-Rom formats, as well as testing.  Classes start six times a year allowing for a flexible schedule.

Am I allowed to attend both institutions at the same time?
Yes.

Is financial aid available to students participating in this agreement?
Howard Community College and Excelsior College are each certified to award federal financial aid.  A financial aid consortium is currently being developed between the two institutions that will be a great benefit to students.

Are veterans benefits available to military veterans?
Each institution provides veterans benefits.  Details are still being developed for administrating VA benefits as part of the consortium.  Learn more about HCC’s Veterans Benefits.

What student services are available to students participating in the consortium?
Students attending HCC would be eligible for all student services available to all HCC students, while students attending Excelsior College would be eligible for all student services available to Excelsior College students.  If you simultaneously attend both institutions, services such as tutoring would be provided based on the institution from which you are taking a particular class.  For example, if you were taking a math class from HCC, HCC will provide tutoring for that class.  If you are also taking a business class from Excelsior, Excelsior would provide services for that class. 

Does Excelsior College issue I-20s for F1 visas?
No.  However, it is possible for students who live in other nations to earn an Excelsior College degree while overseas.  Students need to contact Excelsior for more information about this.
