Howard Community College recognizes the benefit of cooperative purchasing as a method to create greater buying power, as well as reduce administrative costs. To the extent practical, the college will work with other partners to establish cooperative procurement agreements. Additionally, the college will include a clause in all solicitations that allows for cooperative procurements, when feasible. The college will also utilize existing available governmental contracts if it is determined that the college will receive the best value from that contract. All purchases made through cooperation will still be required to comply with all other relevant purchasing procedures.
Under no circumstances will the college assume any obligation for performance, payment, or other duty implied, nor will it be construed that the college may be held accountable, for any other entity participating in the cooperative effort.
