Howard Community College recognizes that the separation of church and state does not necessarily prohibit a student or employee from observing his or her religious beliefs in an educational setting. Within the limits of its mission to serve the educational needs of Howard County, the college will strive to accommodate the desire of students or employees to observe their religious beliefs.
1. Students and employees have the right to pray individually or in groups or to discuss their religious views with their peers as long as they are not disrupting the teaching and learning processes or compelling others to participate.
Students and employees have the right to distribute religious literature subject to the same restrictions placed on the distribution of other literature. (See policy 63.10.07 Solicitations, Sales, and Fundraising.)
2. The college, for a fee, will allow religious groups to use the facilities on the same terms as other private groups and on a first-come, first-served basis. The college will not grant preferential treatment to or endorse any religious group.
3. The college does not officially observe religious holidays as religious events; however the college will endeavor, within the limits of its educational mission, to accommodate students and employees who wish to observe their religious holidays.
