Howard Community College provides a forum in which individuals and groups representative of diverse cultures and points of view can advocate for their views free of intimidation in order to fulfill the college's obligation to academic freedom and intellectual development. College leaders encourage analytical thought and informed dialogue to nurture productive rather than divisive debate.  At the same time, college leaders must also protect the rights of all members of the campus community to pursue their reasons for being on campus.  Therefore, student learning, teaching, and providing services to students should not be interrupted.

While the college supports constructive dialogue and dissent, there are established limits to safeguard the right of all students to pursue aneducation in a climate conducive to learning.  Therefore, the following activities are prohibited:

  • acts of violence and intimidation
  • other acts that inhibit students, faculty or staff from exercising their right of free speech
  • destruction of property
  • disruption of classes
  • takeover of buildings
  • interference with, disruption of, or damage to campus communication/data networks
  • any activity that creates a safety hazard or interferes with the ability of students, faculty, or staff to do their work

The provision of free speech and inquiry by the college carries with it the obligation to maintain a campus environment conducive to serious study and reflection.  This policy is applicable to students, faculty and staff, as well as any visitor, licensee, or invitee on the campus.  Faculty and staff who violate this policy are subject to the sanctions outlined in College Policy 63.12 Suspension and Dismissal.  Students who violate the policy are subject to the sanctions outlined in the Student Code of Conduct.  The college reserves the right to make and enforce reasonable regulations relating to the time, place, and manner of the exercise of these rights in order to prevent interference with college programs and services.
