Howard Community College creates a college environment that encourages the development of new knowledge by faculty and staff and to encourage the development and dissemination of intellectual property by providing financial awards to the creators and the college.  The college and the creator of the intellectual property will enter into an agreement in which the distribution of financial rewards will reflect the proportionate creative contributions of the creator, the substantial use of resources and facilities provided by the college, and the financial risks assumed by both the creator of the intellectual property and the college.
