The board of trustees of Howard Community College is committed to planned change throughout the college, especially in learning programs; diversity in instructional methods to address different learning styles; treatment of students as individuals; critical inquiry and originality in seeking answers; and, most importantly, innovation and experimentation in programs, courses, and instructional strategies that incorporate behavioral objectives.

The president promotes quality by ensuring implementation of a process for periodic evaluation of learning programs and reporting annually to the board of trustees on initiatives for instructional excellence, changes planned for all areas of the college that impact instructional excellence, and the success of changes that have been implemented.
