Board of Trustees

Leadership. Vision. Commitment.

The seven-member Howard Community College Board of Trustees, appointed by the governor for six-year terms, is the college's legal governing body. In their role, the trustees have oversight of the college president and adopt a set of key performance indicators, (previously known as core ends) through which the operation of the college is directed. 

Mamie Perkins
Mamie J. Perkins, Chair

Mamie Johns Perkins was appointed to the Howard Community College Board of Trustees in March 2013 for a term extending through June 30, 2018.  Ms. Perkins is an adjunct professor in the School of Education for the Johns Hopkins University and a professional development schools liaison for the University of Maryland, Baltimore County, as well as for Goucher College.  Ms. Perkins' Bio

Courtney Watson
Courtney Watson, Vice Chair

Courtney Watson will serve a full six-year term as trustee through June 2021. She is the vice president of sales for Rossmann-Hurt-Hoffman, a regional insurance brokerage primarily serving the mid-Atlantic region, where she is responsible for business development in the commercial division. Ms. Watson holds a Maryland insurance license and is a certified insurance counselor. Ms. Watson's Bio

Kevin Doyle
Kevin J. Doyle

Kevin Doyle was appointed to the Howard Community College Board of Trustees in 2007 for a six-year term and has been reappointed for a second term through 2019.  He has served as the board’s chair, vice chair, and chair of both the board’s legislative and community relations committee and audit and finance committee.  Mr. Doyle served on the college’s facilities master plan steering committee and is currently the board’s liaison to the Howard Community College Educational Foundation, Inc.  Mr Doyle's Bio

Steve Joss
Steven A. Joss

Steven Joss was appointed to the board of trustees for a six-year term ending in 2022.  Mr. Joss has been president of The Vertical Connection since he and his wife, Kathy, founded their family-owned business in 1977.The Vertical Connection has served the home interior needs of Howard County residents for 39 years. Chris Marasco
Christopher G. Marasco

Christopher Marasco was appointed to the Howard Community College (HCC) board of trustees in 2017 for a six-year term ending in 2023.  Mr. Marasco is a senior vice president, relationship manager at Howard Bank since 2004.  Before joining Howard Bank, he worked as an assistant vice president at Columbia Bank. Kevin Schmidt
Kevin F. Schmidt

Kevin Schmidt is assuming the remaining term for a former trustee and will serve through June 2019. Mr. Schmidt is the vice president of government relations for Smiths Group, a leader in the application of advanced technologies that deliver products and services for security and inspection, medical, energy, communications and engineered components markets.  Mr. Schmidt's Bio

Feli Sola-Carter
Felícita Solá-Carter

Felícita Solá-Carter was appointed to the Howard Community College Board of Trustees for a term effective April 12, 2016, through June 30, 2020.  Ms. Solá-Carter established Felícita Solá-Carter Consulting in 2009.  Through her business, she is a senior advisor to government executives, and offers executive coaching, and consulting and training on leadership and diversity strategies. Ms.Solá-Carter's Bio

Kate Hetherington
Dr. Kathleen B. Hetherington, Secretary-Treasurer

Dr. Kathleen Hetherington is the fourth president of Howard Community College (HCC) and the first to have begun an academic career by earning an associate degree from a community college. Dr. Hetherington, who has over 35 years of progressively responsible community college leadership experience, assumed the presidency of HCC on June 1, 2007. President Hetherington's Bio
